Arrival of foreign cruise ships and passengers
- Those carrying passengers or cargo:
The customs declaration documents specified in Article 36 and 37 of the “Regulations Governing the Management of Import/Export Clearance for Transportation Means” must be enclosed. - Those not carrying passengers or cargo:
Exempt from the declaration of import customs clearance procedures.
- Complete the "Maritime Declaration of Health," and indicate the number of crew members and passengers.
- The Centers for Disease Control, Ministry of Health and Welfare will issue the "Port Entry Permit" and the "Quarantine Clearance for Outgoing Ship" in the absence of a pandemic.
- Implement boarding quarantine, outbreak investigation and pandemic preparedness protocols as needed in the event of a suspected infectious disease. When doubts are cleared, the "Port Entry Permit" and the "Quarantine Clearance for Outgoing Ship" will be issued.
- The implementation of prevention and control measures for emerging infectious diseases, if any, shall comply with the regulations.

Those carrying animals and plants:
- Animals and plants are not permitted to be brought ashore; if brought ashore, they must be destroyed.
- When traveling with live animals, a transit quarantine will be carried out by personnel onboard the cruise ship.
- Those not carrying animals or plants ashore: Exempt from declaring for quarantine.
- Inbound Inspection and Application

If any of the following conditions are discovered, they must be reported to the competent authority for disposal:
- Animals and plants without inspection and quarantine, as well as transport and landing with such items.
- Transport and landing of discarded animals and plants or their products (food waste) on board the cruise ship.
Departure of foreign cruise ships and passengers

Those carrying passengers or cargo:
- The customs declaration documents specified in Article 43 of the “Regulations Governing the Management of Import/Export Clearance for Transportation Means” must be enclosed.
- Complete the application clearance.
- Following the issuance of the customs clearance certificate, port clearance is permitted.
- Those not carrying passengers or cargo:
Exempt from the declaration of export customs clearance procedures.
- During the quarantine period for incoming cruise ships, those ships that have been issued the Quarantine Clearance for Outgoing Ship may proceed with customs clearance. Those who lack the aforementioned certificate must undergo quarantine before leaving the country.
- The implementation of prevention and control measures for emerging infectious diseases, if any, shall comply with the regulations.
- Those carrying animals and plants: Upon notification, personnel will be dispatched to conduct a quarantine check on outbound passengers who carry animals and plants, or their products, and are required to present an export quarantine certificate in accordance with the requirements of the importing country.
- Those not carrying animals or plants ashore: Exempt from the declaration of quarantine.
